FCC Marine Radio Operators Permit (MROP)

The FCC requires a Marine Radio Operator Permit to operate radiotelephone stations aboard certain vessels that sail the Great Lakes. The Marine Radio Operator Permit is also required to operate radiotelephone stations aboard vessels of more than 300 gross tons or on vessels that carry more than six passengers for hire in the open sea or any tidewater area of the United States. You’re also required to have the Marine Radio Operator Permit to operate certain aviation radiotelephone stations and certain coast radiotelephone stations.

This MROP Examination Prep Course is designed to get your ready to pass your exam!  The instructor, Steve Stroschein, holds the Marine Radio Operator, General Radiotelephone, General Radiotelegraph and Global Maritime Distress and Safety System Operator/Maintainer licenses, each with the Ship Radar Endorsement. He is also an Amateur Extra Class radio operator and has been doing that for 39 years.

 DO I NEED A MROP?

Do any of the following apply to you?

  • Is your vessel greater than 300 gross tons and required by law to carry a radio station?
  • Is your vessel greater than 20 meters in length and sailing on the Great Lakes?
  • Is your vessel greater than eight meters in length and engaged in towing on the Great Lakes?
  • Does your vessel carry more than six passengers for hire in the Great lakes, open sea, or any tidewater area of the United States?
  • Does your vessel operate radios on medium frequencies (MF) or high frequencies (HF)?

If you answered YES to any of the above, then you are required to have a Marine Radio Operator Permit.

QUALIFICATIONS

To qualify, you must:

  • Be a legal resident of (or otherwise eligible for employment in) the United States; and
  • Be able to receive and transmit spoken messages in English; and
  • Pass a written and/or telegraphy examination

To get your Marine Radio Operator Permit you must pass the FCC Element 1 exam, which covers basic radio law and operating practice with which every maritime radio operator should be familiar. To pass, you must correctly answer at least 18 out of 24 questions.

If you desire the Ship Radar Endorsement for this license, you must complete the FCC Element 8 exam.

TERM OF LICENSE

A Marine Radio Operator Permit is issued for the holder’s lifetime.

All of the following MUST BE completed for the MROP

FIRST - You must register with Exemplar Global-iNARTE (The FCC Agent) for the FCC exam and License application.

You can do that by visiting the iNARTE - Exemplar Global registration website to create an account and register.

To Register:

  1. Enter your info under the “REGISTER” side and click REGISTER to create an account.
  2. Choose your portal language if needed and click SUBMIT.
  3. Enter all info to create your account and click REGISTER.
  4. Check your email for the validation request from iNarte/Exemplar Global
  5. Verify the account email, then visit the FCC website in the SECOND item  below

SECOND - You must visit the FCC website to create your account with them and receive your FCC Registration Number (FRN)

THIRD - Return to Exemplar Global-iNarte to register for the MROP exam in person at a facility (Chicago Maritime School)

  1. Wait for the page to fully load. Near the middle of the page - Fill out the form online.
  2. Enter your date of birth
  3. In the "Choose Exam Location" section;
    1. Country: USA
    2. State: Illinois
    3. City: Chicago
    4. Choose Exam Center:  Chicago Maritime School
    5. Choose Exam Date: Within 30 Days (Even if you take longer)
    6. Choose NE- New, to request a new license
    7. Answer the next few questions with your information
    8. Select “YES” to having iNarte process your FCC application.
    9. Select Elements: MROP Element 1
    10. Enter credit card info to pay the iNarte and FCC licensing fees.
    11. Check all the boxes at the bottom of the page.

After payment to Chicago Maritime School, you’ll receive an email with the course material, links to the Prep lecture recordings and a digital workbook.
